The church’s leadership structure consists of:

Included in this structure are Ministry Team Leaders and Growth Group Leaders. A couple of times a year this leadership group gathers for vision casting, coordination, prayer and encouragement.
Phil Waugh
Senior Pastor
Phil came to Mosaic from Springwood in the Blue Mountains. However he grew up in Newcastle so still remains partly a Novacastrian. With his wife Karen and three children he has pastored at Taree, Carlingford and Springwood Churches.
Phil has a passion for discipleship as the central call upon our lives as Christians. This passion exceeds even his love of golf and fast cars. He comes to Mosaic with a keen interest in how we can provide multiple models under one united banner to more effectively reach out into our community.
Discipleship is all about Jesus. It is the ways, the words and the works of Jesus applied to our own lives. This moves discipleship from being a program to being all about relationships modelled by Christ.
Andrew Robb
Congregational Pastor for Evatt and PM
Andy has been part of Mosaic since before he can remember. He loves the place so much that when an opportunity opened up in our youth ministry he became part of the team.
Andy is committed to making disciples and helping people, young and old, discover more of who Jesus is.
In July 2016 Andy was inducted as the Congregational Pastor for our PM Congregation and in December 2019 he stepped into the role of Acting Senior Pastor. At the beginning of February 2020 Andy stepped down as Youth Pastor and added Congregational Pastor for Evatt to his responsibilities.
James Ramsay
Congregational Pastor for Page AM
Originally from Wollongong, James and his family discerned God’s clear call to join the Mosaic Community on staff in July 2016.
James brings together a unique and tailored mix of qualifications in Psychology, Sociology and Theology, which combine to shape a ministry that is academically astute, spiritually insightful and understanding of the human condition. His passion and talent for preaching and teaching makes the truth about life and God within his ministry easily accessible for people living in today’s world.
James loves God’s Church, that group of people who love and follow Jesus. To him they are a family for his own family. James along with Louise and their four children, Lachlan, Will, Alana and Lily call the 10.30am congregation home at Mosaic.
It is there that they open their hearts to serve and to encourage others in order that they might find the abundant life that Jesus spoke of in John 10:10
Mark Beresford
Congregational Pastor for Page AM
For over the past 25 years Mark has ministered in Baptist, Anglican, and Independent churches in both Canberra and Melbourne.
Mark has been a youth values presenter, school chaplain, church minister, worship leader, and has lectured in youth ministry and the New Testament.
Mark oversees the growing congregation at Mosaic Gungahlin, two ‘Open Circle’ or simple churches, is the chaplain at the Gungahlin Eagles Rugby Club, and regularly reflects on scripture at https://barefootfollower.life/.
Mark spends his free time gardening, exercising, stargazing, and reading his Bible in his favourite cafes. He is married to Katie and they have three children, a son-in-law, a granddaughter, two dogs, and two cats.
Mandy Gray
Generations Pastor
Originally hailing from Central West NSW, Mandy came to Canberra in the late 1990’s to study at the University of Canberra.
Mandy has been part of Mosaic Baptist church since 2000 and has been actively involved in the Mosaic Youth Ministry for a number of years.
She is passionate about working with young people and has been employed in the welfare field in Canberra for 15 years.
Mandy stepped into the Generations Pastor role in November 2021. With her background in Social Work she loves to advocate for the needs of young people and has a fervent belief in the responsibility to steward our young people well and invest in their lives in an intergenerational way.
Mandy enjoys holistic approaches to well-being and is interested in the interplay between physical, emotional and spiritual health. She loves to spend time at the gym and spending time outside in God's beautiful creation.
Children's Ministry
Sandi Titus
Children's Coordinator - Page
Sandi grew up in Brisbane, where she attended both public primary school and Catholic secondary school. She went on to become a primary school and religious education teacher, working in both Brisbane and Canberra. In the 1990s and 2000s, Sandi accompanied her husband, Rohan, on international postings to Brunei, Sri Lanka, and Amman, where she had life-changing experiences and continued to teach whenever possible. During their time in Amman, she helped run a Home Church and Sunday School program.
Over the past year, Sandi has found a new sense of belonging at Mosaic, attending services at both Evatt and Page. During that time, she became involved in the Children’s Ministry and Women’s Ministry. She is now thrilled to serve as the coordinator for the Children’s Ministry program at Page, a role that brings her great joy.
The Church Board provides oversight of all policies, administration, finances, staff and vision.
The Board meets regularly and consists of the Senior Pastor and elected church Members including the Chair, Secretary and Treasurer. A representative from the Elders and the administration staff are invited to observe Board meetings but are not part of the Board itself.
